"#incident-reports and note down what the person has done and report them."
Yeah, this doesn't really fix the issue though does it? The people will continue to either keep getting away with RDM and make players leave, or will in turn be retaliated upon and continually hunted down off spawn to avoid it happening- which makes it incredibly difficult for staff to actually see what they've done.
"Staff inactivity shouldn't be an issue you make the users fix, because it isn't an issue at all. The staff are fairly active and especially around peak hour."
9-10pm isn't peak hour, but there are still upwards of 40 people on the server at a given time, with often either no, or potentially one admin on reliably. Additionally- it is problem, and a recurring one at that, if you hop onto the server at any point past 9pm you will inevitably see either no moderation staff present, or the poor single admin who is absolutely inundated with requests for assistance.
I encourage you to have a look at the server around the aforementioned time slots, not because I'm trying to be a dick, just because I legitimately think you will see that a number of the statements are maybe a tad different than you remember appreciate the engagement though.
